What are the chances of an international student who has stopped studying being granted a work visa if he has secured a job offer. The work is not on the essential list but was advertised by the employer.

So basically, you are inquiring about your eligibility for Work Visa, (Study Course of no relevance, as it is not completed)? I think the chance is nil, but would love to be proved incorrect.
The job is not on the shortage list but what if the employer gives a job offer under the essential skills work policy?
If you have the right qualifications and/or experience for the job (as on ANZSCO) and the job was advertised but the employer was unable to find a New Zealander, you might be okay for that Essential Skills Work Visa. However, if you are in NZ on a student visa and you have stopped studying, are you still in NZ legally? It will depend when you stopped studying and if your education provider has informed INZ that you stopped studying. If you only stopped in the last couple of days, it could be fine. If you are currently illegal, you would need to make an appeal under Section 61 to be eligible to apply.
Thanks for your insight. He Just finished the feb-june semester. Failed a paper so he cannot enrol in the july semester. Currently on student visa till end of August. Will get a job offer end of week hopefully. Thing is, he would like to pursue more studies next year so the work thing is obviously temporary.
That's okay. If the job offer is for a specific period, the visa can be for this same period. I can't comment on any other factors relating to this specific person of course.
