Is it getting tougher for SMC in the EOI pool?

From looking at last year's figures http://www.immigration.govt.nz/NR/rd...et20121212.pdf and this year's so far http://www.immigration.govt.nz/NR/rd...et20130320.pdf it looks like it might be getting tougher to get out of the pool.

Last year they accepted more EOI's from the pool with less than 140 points and no job offer, approx 9% were "EOIs with additional selection criteria", wheras this calendar year there have been zero.

Seems there have been a few more people with >= 140 points and/or job offers this year, as someone with <140 points and no job offer (yet) should I be worried, or does the pool tend to change around a fair bit over the year?

I'm assuming INZ have an annual quota to fill, if so when does their year run out?
