CO did not contact all the referees

Hi,

I have claimed 8+ years of experience in my SMC application with total 170 points. However, CO has only contacted 3 referees (whereas I have provided 5 referees in my application).

Is it a normal practice that CO do not contact all the referees??

I was guessing that CO is only focusing my immediate experience of 6 years as which fulfills the requirement of 160 points and if that experience is verified, then CO don't have to verify the previous experience.

am I guessing right? or there is some other criteria for CO to contact the referees.

In my case I don't think any of the companies I worked for in the past were contacted as I would assume they would have let me know - but I was pretty well-documented.
