When is the best time to search for a skilled job?

Hi all,

Just want to know when is the best time to search for a job in ICT industry?
As far as I know, December is practically not so good, since most companies are already in holiday mode.
Do companies recruit more in winter or in summer?

Season doesn't seem to make much difference (mostly it depends on the global outlook as well), just avoid anything from December-February - the jobs posted are very few and recruitment process are known to be too slow during this period.
