So to answer your original question, what's happening in your case sounds normal. Many COs don't announce themselves, and it's very often not possible for the applicant to know step by step what is being done on their case.
As the OP of this thread I just wanted to tell everyone to hang in there!! I had originally applied as an offshore applicant and have now been in NZ since august 2019.
Residency APPROVED today!

CO allocated: 20/11/2020
CO called to confirm hours of work, pay rate and location with my partner (principal applicant) and his employer: 30/11/2020
Went to 2PC the same day.
14/01/2021 APPROVED! Finally..! Yay 🥳
