    They can handle paper-based applications under Level 2, which is the likely explanation for your application being moved there. Seems like INZ is trying to work around the Auckland restrictions as best they can.

    (Side note: hopefully, the 2021 Resident Visa is a step in the right direction as far as moving applications online is concerned. Online applications can be worked from home, paper applications definitely can't.)

    It always used to be standard practice - back in previous years when INZ worked more "normally", and there were more offices around the world - that they would share cases around to get things done more quickly if one place happened to have a lot of applications, and another had some spare capacity. I remember one period of time when a whole lot of Indian applications were dealt with in London.

    Hi Ashu, May I please know if its a visitor visa or some other visa type? I've got my visitor visa rejected once as well. Just want to be prepared if they gonna ask for the appropriate letter.

    I just received an approval from INZ for Permanent Residency!!!!
    It's a lonnnggg journey! Thank you everyone for your inputs through out.

    My Timeline:

    30 July - Become Eligible
    1 August - Applied for Permanent Residency.
    13 August - Money Deducted.
    1 October - In 2nd person check queue.
    12 October - Permanent Residency Approved!!

    Isn't the eligibility for citizenship is 5 years from becoming a resident rather than 3 years from Permanent Resident?

    Generally, yes... but he may have periods of absence from New Zealand pushing out his eligibility date.
