How does one read those books? I just get an .exe file.

Not sure where you got the .exe file, all the links on the page are HTML as far as I can see? Which link are you clicking on?

When I click on the various images of the actual images, it starts to downoad a .exe file
For example, the Wellington latest issue downoads "ebookHW3f2.exe.attachment00"

i hven't downloaded anything yet. but if someone had trouble it was bound to escalate for me so i was just taking precautions!

OK, I've just downloaded the Wellington one, which as you say is an excutable. I've taken a look and it is fine, it's simply an application that will show you the houses.
For those interested the Christchurch version is just HTML.

I just had a look at the rural blue book.... but everything had closing/auction dates of 2004! :
