Post boxes can be used for anything, within reason, of course. A lot of people only get mail sent to a post box.

We had a friend set up a PO box for us. She filled in the form under her surname and our surname.(bloggs/jones for example!)
Obviously she doesn't use it for her post but that was how she had to do it with her id and our name.

^ Since their name is on the record for that box, NZ Post wouldn't have a problem with it. It's just when people set up a box and let many people use it for 'free' that NZ Post gets a bit 'upset'.
