Response: Insurance is optional but recommended.

Response: Yes. You can go to a kiosk in a post office to have it renewed.
4. Would sellers actually be responsible to these paperwork to ensure it is properly done and transfer it to new buyer's name?
Response: Both seller and buyer. Seller has to login to the online portal to indicate they have sold the car, and the buyer will have to do the same. If you buy from dealer, they might do everything for you.
