So, does this mean that if you get offered a permanent job without the skilled title that you can't stay in NZ?

Well you can't get a job at the local McDonalds as a burger flipper, then expect that to support your immigration application. I am sure there are exceptions to this rule, but unless the job fall into one of these categories, then it is unlikely that immigration will approve a work visa.

As I know, if he can get offered a permanent job without the skilled title, he can apply the work visa and stay here, but can't get the PR.

We were told in a letter and by an immigration advisor at NZIS
in Hamilton that a work permit will only be issued if the job offer is skilled, and on the shortage list. :-(
