Renewing a UK passport in NZ-kind of

OK I know this may have been asked before but there are too many post to go through so it's just easier to ask
Can I get a UK childs passport renewed & sent to my brothers address in the UK? It would save a whole heap of $$$$$$
Suppose you can although not really supposed to, what would be the worst thing they could do to you? mega fine/prison?
My brother just asked if I could do it that way this morning & I knew it had been asked on here before but was a while ago & things have change a bit since then. It's either that or wait till next year (hoping we wont need it before) & get a Kiwi one instead

You have to apply for a British Passport to the nearest Consulate. Your process may work but watch UK Boarder security on TV3 for why that may be a bad idea
