You should have made at least 5 posts and you will be able to send PMs to members thereafter.

The forum is set so that every member will only be able to receive and send PMs when they have made five posts. It is an automatic process. Make one more post, then allow a little time (sometimes up to 20 minutes) and you will find you can PM. You click on another person's username over one of their posts, and PMing will be one of the options in the drop-down box.
