If you are renting then a house maintenance fee will not apply as that is incorporated in the rent. As long as you do not damage something then the landlord will maintain the apartment. House contents insurance is up to you, it is not compulsory but if you wish to insure your contents in case of a break in or accidental damage eg, a burst pipe which damages some of your personal belongings etc.As it is a fully furnished apartment you would be best to check if the landlords furnishings are covered on his insurance
Council rates are usually included in the rent so you do not have to worry about this but you will usually need to pay water rates, gas, electric etc. Its best to check all this out with landlord or their agent.
