You are eligible for domestic fees with ANY of those - residence, permanent residence, or citizenship.

On the other hand, you are not eligible for an NZ student loan until you have held residence for two years at least.

Not right now; my post is based on our daughter's experience, she gathered all the information (including primary sources).

If you want something 'official' then check out the Education Act 1989 Section 159 from www.legislation.govt.nz

domestic student, at any time, means a person who is then—
    (a)a New Zealand citizen; or
(b)the holder of a residence class visa granted under the Immigration Act 2009 who satisfies the criteria (if any) prescribed by regulations made under subsection (4); or
(c)a person of a class or description of persons required by the Minister, by notice in the Gazette, to be treated as if they are not international students

Don't be lazy, check out the studylink website and individual university's websites for the answers to your questions.

@JandM, Ian, ralf-nz, I understand that domestic fee is applicable for me as i have resident class visa. What about if that masters course one of the requirement is certain IELTS score, i have to fulfill that also? or i will be exempt for IELTS since i m now NZ resident.
