    Default Changes to the LTSS - effective 11 February 2013

    There are lots of changes to the LTSS, this is extracted from the CIRCULAR dated 4 Feb:

    Appendix 4 – Long Term Skill Shortage List (LTSSL)

    Two occupations have been added to the LTSSL
    • Specialist Managers nec (Management & Project Management staff)
    • Other Spatial Scientist

    13 occupations have been removed from the LTSSL
    • Engineering Technologist
    • Ambulance Paramedic (Intermediate Life Support or Advanced Life Support)
    • Nurse Manager; Nurse Researcher; Nurse Practitioner; Registered Nurse (Child and
    Family); Registered Nurse (Community Health); Registered Nurse (Developmental Disability); Registered Nurse (Disability and Rehabilitation); Registered Nurse (Medical Practice); Registered Nurse (Mental Health); Registered Nurse (Surgical); Registered Nurse (Nec)

    Changes have been made to the specifications listed for the following occupations:

    • Agricultural Scientist (Farm Systems Scientist), Environmental Research Scientist (Water Quality Analyst), Biotechnologist (Genetics Scientist), Life Scientist nec (Animal Scientist or Bioinformatics), Social Professional nec (Applied Social Scientist)
    • Construction Project Manager (Chip sealing, Asphalt or other Technical Manager) (Roading and Infrastructure)
    • Construction Project Manager (Roading and Infrastructure)
    • Project Builder (including Building Project Manager and Site Foreman)
    • Quantity Surveyor
    • Special Education Teachers nec (Conductor (Conductive Education Practitioner))
    • University Lecturer
    • Chemical Engineer, Materials Engineer, Civil Engineer, Geotechnical Engineer,
    Structural Engineer, Transport Engineer, Electrical Engineer, Electronics Engineer, Industrial Engineer, Mechanical Engineer, Production or Plant Engineer, Mining Engineer (excluding Petroleum), Petroleum Engineer, Aeronautical Engineer, Agricultural Engineer, Biomedical Engineer, Environmental Engineer, Marine Designer, Engineering Professionals nec
    • Civil Engineering Technician
    • Electrical Engineering Technician
    • Electronic Engineering Technician
    • External Auditor, Internal Auditor
    • Supply and Distribution Manager (Procurement Professional)
    • Registered Nurse (Aged Care)
    • Registered Nurse (Critical Care and Emergency)
    • Registered Nurse (Medical)
    • Registered Nurse (Perioperative)
    • Occupational Therapists
    • Social Worker
    • Environmental Research Scientist
    • Food Technologist
    • Statistician (Fisheries Modeller)
    • Diesel Motor Mechanic (including Heavy Vehicle Inspector)
    • Ship’s Officer
    • Ship’s Engineer

    For those applying for jobs where registration is a requirement, it is worth reading note 4 at the end of the tables. This reads to me like if you are applying under the SMC it is your ability to get registration by the appropriate body plus your work experience that matters, not the exact name (or even level) of the qualification.

    Thank you for the effort. Will these affect those received ITA but have not submitted the ITA?

    If you click on the link that says CIRCULAR in my post above, it takes you to the full document. In that it says:

    All immigration officers dealing with immigration applications should read the amendments and operate in accordance with the amended instructions on and after 11 February 2013.

    People with more experience here than me will tell you whether this is likely to affect applications already received. My feeling from what I've read before is lost of people get hit by changes which take effect almost immediately, with no transitional period. In this case, the circular contents have not even made it into the operational manual yet.

    With quick look seems that NZQA qualification recognization is no more required !! see page 6/24 on the attached circular https://dl.dropbox.com/u/58604298/Am...%202013-02.pdf

    Thats a bit of a leap of logic that I've not quite followed, khaled - unless you are just referring to the Engineering roles mentioned, which say that NZ registration as a ‘Chartered Professional Engineer’ is an alternative to a specific qualification? In which case I agree it reads that way.

    I thought you'd found something that meant ALL qualifications didn't need NZQA assessment

    That is true. I am an Electrical Engineer applying under LTSS Engineering section. and i did already IQA assessment by NZQA. I submitted my application already. I think NZQA assessment still valid; the new rules might help others having difficulties or miss the required wording from NZQA. In my opinion for engineering qualification with NZQA was better than IPENZ.

    For a moment I held my breath but Midwives are not on the list of professions removed I have the job offer already but haven't applied for the visa yet. As I am still waiting for paperwork to arrive.

    Hi khaled!
    Could I ask you for some more info about NZQA? My partner joining me to NZ is a Mechanical and Electronic Engineer in Avionics. He is performing maintenance on helicopters here in Ireland atm and we know he will have to undergo NZQA as well.

    Do you have any special advise for us?

    Hi Hanna,
    Just prepare and present all required documents, better to send original documents as required-ask and pay for return back-., check previous NZQA section posts. The trick for your partner case is to get level 7 Bachelor degree in ENGINEERING and nothing else if his wants to claim bonus points. Good luck.

    What will be the qualification assessment authority for engineering if -NZQA-is not more required? I have a friend of mine whom did not get the desired specific outcome (level 7 Bsc of Architecture Engineering) and made a review with NZQA. Is it valid anymore ?

    If your friend put/puts in their application BEFORE this new regulation is in force, normally the previous rules will apply to their case throughout.
