    can i maintain a US$ account in New Zealand and convert the money on withdrawals from ATM? would it be cost effective solution?

    Yes you can maintain a USD account depending on who you bank with. However if withdrawing NZ$ from a US$ account you will be charged (probably quite heavily).

    This would be a US$ account at a NZ bank right? Could you tell us how much the charges would be for withdrawing money from a US$ account as NZ$.

    That is correct.

    Each bank varies depending on the account you have and with which bank.
