Its an interesting article but heavily biased and I assume written to try to gain work. Many of the facts stated just don't appear to be true.
For example, he states "INZ Delhi declines almost every Partnership Application from student" yet last year alone they granted 268 such visas.
They actually granted 16.11% of all partner of student visa which seems a particularly high percentage to have for a single country.
As another example he states "Skilled Migrant applications from India have come to an almost complete halt" which is again misleading as currently all the skilled migrant applications to New Delhi are forwarded to Beijing branch for processing so no wonder they have come to an almost complete halt in New Delhi - makes good reading though doesn't it.
I could go on with his take on reality but will leave it up to you to decide.

Dealing with this branch I personally found that they are very much co operative and approachable. I am very much pleased about their services.
staffs are very much friendly and professional.
