I am applying for student visa. I have a query regarding Police clearance certificate. I have stayed for 4 year in UK and 3 Years in UAE. Do I need obtain PCC from these two countries for student visa? is it compulsory?

It looks as though you don't need to supply police certificates for those countries, since you didn't live in either for five years or more, and the student visa is a temporary entry one, not residence. http://glossary.immigration.govt.nz/Goodcharacter.htm
