With 115 points and points for claiming a skill on the LTSSL you will have a chance for your EOI to be accepted but it's all down to luck and chance to be honest. A good indicator is to look at the history of the EOI points this year. Sometimes it fluctuates but I haven't looked recently. (I Just looked at the history of points for 2013 & 2012.... and unfortunately the points total only went down to 125 with a skill in a job area that's on the LTSSL, so you should bare that in mind before applying?).
The whole "need a visa to get a job, need a job to get the visa" catch 22 is frustrating. I was lucky in that I came to NZ and found a job after one month, and getting a temp work visa was pretty straight forward. However if you're over 30 the job market here can be very difficult, even with such skills.
Personally I think it's worth the risk to come over on a visitor visa and then to to an intense job search and "network" with and get in front of as many faces as possible. This clearly shows prospective employers that you are serious in the fact that you are already here. I was told that from a few places that I was inquiring for work.
