    Default Questions from Nilofar

Here are some questions I've copied here on behalf of a new member who's waiting for clearance to post. All comments welcome.

    Hi everyone!

My name is Nilofar, I am a 25 year old single female. I hail from Afghanistan but have spent most of my life living abroad (in the middle east) due to obvious reasons; things are bad (worse) back home.

I decided to head east for immigration purposes to English speaking countries like OZ or NZ because I feel they not only offer a better life but my liberal ideals would fit in better with the people there compared to here.

I know most Afghans travel to your country in the form of refugees by boat but I decided to take this road because I think MAYBE I have the skill sets that can be put to use there and I can be a useful member of society. Moving to New Zealand is not a pleasure trip for me; its a DREAM that could change my life forever

According to the NZ immigration website IF I have Bachelors degree judged to be at level 7 I can claim points for an LTSSL position (System Analyst) and submit my EOI with 110 points.

My relevant details for claiming these points are:

    i) Master of Science in IT (2 years - distance mode)

ii) Bachelor of Science in IT (3 years - from the same Indian University as above but with regular classes)

    iii) ITIL 3.0 Certified

iv) IELTS (Scheduled to be taken 7th December; I think I can claim 10 points for scoring 5+?)

    v) 4 years total work experience as a System Analyst/Developer (This is listed under the Long term Skilled Shortage List and IT being a Future Growth Area)

My doubts and application status so far:

    1) I lodged a PAR last week and received a score of 8 on my MSc (I regret I didn't mention it was distance mode so they could have given me a more accurate scoring) but I haven't lodged a PAR for my Undergrad degree yet and wonder if I should or shouldn't since I already mentioned it under "Supporting qualifications" when submitting the MSc PAR.

    2) I believe I can submit my EOI at this stage, but most likely they would ask me to go for an IQA right? So is it better I send my documents for an IQA and wait for the result rather than wasting $ on an EOI only later to learn I cannot claim the LTSSL points?

    3) If during the IQA they score my Bsc as below 7 but my Msc as 7 or above; can I still claim the points?

    4) Will doing my studies through distance mode have a major impact on the scoring? The University is recognized in India (although not on the exempt list on the immigration website) and is part of the Association of Commonwealth Universities.

    5) Are there any other Visa options for me if my IQA comes out to be negative?

For the IQA, I have compiled the following list of documents I will need to submit (please let me know if I am on the right track):

    -Passport : Attested copy
-Work Experience letters : Attested copy
-Master and Bachelor Degree : Original
    - ITIL Certificate : Original
    -Transcripts : Original
    -School Certificate : Original

-Syllabus : My transcripts already detail the subjects I studied, whats the meaning of Syllabus here and does it need to be attested and by whom? Also, is it a mandatory requirement?

-CV : Is there a specific template I need to follow?

I hope I make it because it would make the biggest difference in the quality of life I lead. I have nothing left to look forward to if I can't live a free life :|

Thanks in advance for your tips and help!!!

    My experience on this matter.
Before submitting EOI, I got a PAR for my "Master of Computer Science" degree at level 7 (required for bonus points). Afterwards, when I got ITA and had to go through IQA, I received a Level 8 for my masters degree (assessed as equivalent to post-graduate diploma!) and level 7 for my "Bachelor of Computer Science" that I had not claim points against. I learned from communications with INZ that I could no longer claim points against my masters degree, and rather could alter my info in ITA and mention the bachelor degree and claim points against. I did so and my application was successful.
Note that if requirement is of 7 points, then a degree at 8 points wont qualify (this is what I learned). Therefore, its better to do IQA first to get a clear picture on where the qualifications (both bachelor and masters) stand.

    Dear pakiboy86,

    Thanks for your response.

But if I apply for an IQA and they assess my Master's as level 7 but the LTSSL list mentions under "Qualification Requirements" for a "Systems Analyst" to be "Bachelor degree (Level 7) specialising in Information Technology"; can I use my Master's qualification for applying for the points?

    Hi,

When you want to assess your document, they will assess both your master and bachelor degree and in the given report, they will publish the result for both qualifications. The good point is that you pay once and both documents will be assessed. Then you can use the result as you wish

    Dear 2migrator1,

    I understand.

My question is suppose IQA assesses my Bachelors as a Level 6 but it assesses my Masters as Level 7, can I use my Masters to gain the LTSSL points? Having noted that on the LTSSL site, it specifically mentions - "Bachelor degree (Level 7) specialising in Information Technology"?!

    Nilofar,

You should go in with the IQA.
Now, coming to your main query. If your Bachelors is assessed as Level 6, you might still be able to gain points based on your work experience. I think you should put in your IQA & meanwhile apply for EOI.
If your EOI gets selected, you can check with INZ on this in detail.

Hope this helps with whatever know how i could apply.

Until you get the IQA, everything is just 'what if?' guesses. As has been mentioned before http://www.enz.org/forum/showthread....053#post487053, a PAR level is given without considering the content of the course, and no firm decisions can be based on that.

I think that in these circumstances, the IQA will determine what NZQA believes your qualifications are worth and this is worth doing first. I assume you have checked that your qualifications are not on the exempt list? It is unlikely, but your Bachelor degree came out at less than Level 7 and your Masters at Level 7, you could have a problem meeting the requirements of the Long Term Skills Shortage List. What you need to do is to ask for your qualifications to be assessed in terms of comparability to the LTSSL qualification. To be acceptable to INZ they must be at the same level and of the same type. Hope this helps - and good luck!

If your Bachelor degree is not assesses at level 7 by NZQA you will never be able to claim LTSSL points. Even if you Masters degree is assessed at Level 7 (LTSSL case higher degree doesn't add value) still you can't claim
LTSSL points. As you mentioned it should be Bachelor degree (Level 7) specialising Computer Science, Information Technology......

Thank you all for your feedback. I will be sending my documents for an IQA asap.

One last question, does NZQA require you to attest your degree by the relevant authorities in the country it was obtained from? In my case, should I get my Msc attested from Ministry of External Affairs, India and the state Human Resource Department? My Bsc has already been attested.
