Does the INZ amendments are applicable till the ITA lodgment date or till the final decision made?

This is the regarding amendment circulars for SMC; all the amendments made on SMC immigration policy just before the ITA lodgment date is considered for respective cases or even considered further amendment till the final decision has made.
I unable to see those info in INZ site.

Normally, any changes made by INZ don't need to concern people whose cases are already in the system. Your case is worked according to the rules in force when you put in your application.
