Not enough information to say. But generally speaking, to apply for SMC without job offer, the key qualification is the Bachelor degree he hold. While the Master degree earned in NZ can put 20 more points on top of the SMC application, it means nothing without the proper Bachelor degree earned before it. However, if your friend got a decent job offer under Long Term Skill Shortage list then everything is much easier.

Graduates have the option to apply for a Post-study work Visa (previously known as Graduate Job search Visa). Here's a brief breakdown of his options and here are the requirements. Once he has a skilled job offer he can apply via SMC stream (assuming he needs the job offer to meet the points threshold).
