No, it's not true. It's one of those things that "people say". Assuming all the evidence in someone's application checks out as true, the decision between 'Approved', 'Refused' and the Skilled Migrant Category Job Search Visa (the modern name for what you're calling WTR) comes down to how the applicant answers in the interview with their CO. These rules http://www.immigration.govt.nz/opsmanual/43652.htm are the basis of their decision.
Hi We never visited NZ until after we got resident visa. We even planned to emigrate without ever visiting but were persuaded to make a quick visit and did get employment following that visit!
This is a myth. If you are able to prove that you would be able to find Skilled job and your skills are in demand and have worked in comparable market then based on your application , documents and interview, you may be granted Resident Visa.

I had visited NZ many times over 20 years before applying to migrate here. But that makes me a bit weird
