Default Claiming entitlement to NZ superannuation - work requirement?

My father lived in NZ until his 30s, so he fulfilled the requirement of living/(working?) in NZ for 10 years after age 20. However, it says 5 of those years must be after age 50. He is in his late 50's now, so he would, I believe, need to move back to NZ soon (for 5 continuous years) to be able to claim NZ superannuation.

However, must he work for 5 years or must he be employed? What about self-employment, or just paying tax? What if he retires relatively early and lives off savings for 5 years, would he be entitled to Superannuation at the end?

TL;DR: is the NZ superannuation time-in-NZ requirement based off of working years or just living?

    MSD states:

You may be able to get New Zealand Superannuation if you:
    - are aged 65 or over
    - are a New Zealand citizen or permanent resident
    - normally live in New Zealand at the time you apply.

You must also have lived in New Zealand for at least 10 years since you turned 20. Five of those years must be since you turned 50.
However, people may qualify for New Zealand Superannuation with less than 10 years residence if they have migrated to New Zealand from countries with which New Zealand has a social security agreement.

There is no requirement to work while living in NZ.
