Did your sister go to school in NZ? Or, if she went to school in another country, did that school teach the lessons in English? And how old was she when she left school in 2003?

What subject would your sister want to study for a degree in NZ?

Most graduate programmes require students to have completed an undergraduate (bachelor) degree.
Some programmes accept applications if the persons work experience etc demonstrates a base knowledge relevant fort he programme.

For people to make useful suggestions more information is needed about your sister.
