For the first time to on board,is it ok for partner to come to nz before the principal applicant?

The partner (secondary applicant on the application for Residence under SMC) can enter NZ on their own, but can't start work until after the principle applicant arrives and activates their visa. (This is going by what Karen Phillips says here http://www.enz.org/forum/showthread.php?t=43709, and she is a Licensed Immigration Adviser.)
