Is your niece normally part of your household?

If you legally adopt her, you could get her a domestic student visa as a dependent child. For now, if she is a UK citizen and you have the legal paperwork to prove you have the right to remove her from the UK, she could travel to NZ on an international student visa and attend school. If you talk to the Head Teacher of the school where your own children attend or the most appropriate one in the neighbourhood, they would be able to tell you their fees. They aren't usually as bad as they would be in the UK.
