I am from india,when i was doing my graduate at Karnataka state, i applied and took My passport,the address mentioned in passport was Karnataka state and But my permanent address is Tamilnadu. Where i need to get the PCC.

Hi and Welcome to the forum.
My passport address was different from where I was working.
As per my knowledge and when the rules are in force in 2012, I took the PCC from where I was staying for 1+ years.
Other people also said the same and it worked for me.
JandM can give more details if it is not correct or requires more details.

Sorry to damage the myth that I know everything!- but I don't know an answer to this as it hasn't ever been mentioned on the forum as far as I remember.
However, I found this. http://www.immigration.govt.nz/migra...e/ij/india.htm If your location is correct and you're in a third country at the moment, it looks as though you don't need to sort out for yourself which region to apply to, but can approach the Embassy or High Commission.
