Just on this one page, I find at least two statements questionable: there is certainly poverty here (maybe the authors haven't been to Glen Innes or Point England or anywhere in the more deprived areas South Auckland?), and the other thing is factually incorrect: New Zealand was not the first country to introduce old age pension.
As for the benefits questions, we were told different things by different people at the IRD: some said we had to be here for two years before claiming working family tax credit, others didn't think so. In the end, it didn't matter for us as my partner is a New Zealander, and apparently those conditions don't apply then.
