case officer Allocation....

Today I received an automated email from INZ saying that case officer allocation time frame has been changed.As per latest email

Skilled Migrant Category

1. Re-allocated Job offers – 3-6 weeks

2. New Job offers – 4-6 weeks

3. Re-allocated 2nd tiers (non-job-offers) – 2-4 months

4. New 2nd tiers – 4-6 months.

I would like to regarding 3rd and Four. In my case officer a case officer was allocated in March 2014 and the case officer resigned in the Month of first week of Novemeber 2014. In which category I fall ? Is it 3?

Please guide me.
