employment document quality check

Hi,

I have received the email from CO that mentioned that he is waiting my wife's employment documents quality check. what does it mean?
It is very strange, because it took more than 2 months after we submitted her employment documents to be assessed.
why case officer referred her docs to second person for evaluation?

Does anyone know that?
