A PPI letter can be sent at any time during the processing of an application. It is sent whenever a CO finds out or notices some information that could mean the application is not going to meet the regulations. That could be the CO the case is assigned to, or the CO who does the second person check. Not every applicant will get a PPI letter.
So
It means that no one knows the result before the Spc finished ? Right
That's right. The original CO who worked the case knows what decision s/he recommends, but this is not told to the applicant immediately, because if the second CO doing the second person check found a mistake, that decision might have to be altered.
