Default IQA Request for Off-Campus Qualification

I sent my ITA to the Shanghai branch last month and I just received an email from them requesting for extra documents regarding mine and my husband's qualifications.
We both have a degree in computer science from an Australian university which is actually in the list of recognized qualifications and universities.
But the whole degree programme was done off-campus in an affiliated college in Malaysia.

Because of that, we have been requested to get a NZQA IQA report for our qualifications in order to proceed with our application.

These are some of the questions that I have :

    1. Do i have to request for 2 IQA reports for both myself and my husband? or is only one enough? since we have the exact same qualifications
    2. i have emailed my old college in Malaysia on this matter. they have informed me that there have been other students who enquired on the same issue. If there have been earlier IQA requests for the same qualification, do i still need to apply for an IQA report?
    3. The college have also told me they could get the Pro-vice Chancellor of South East Asia of the Australian university to write me a letter proving the recognition of my degree gained outside of Australia. Would this be sufficient if I do not apply for the IQA report?

Would be great if you could share with me your experiences if you have been in almost the same situation as me now
    Thanks!

    Note:
    - All honorary degrees should be referred to NZQA for an International Qualification Assessment.
    - If any courses leading to the award of one of the qualifications listed above were studied at any institution outside of Australia, including any Australian overseas campuses, they should be referred to NZQA for an International Qualification Assessment.
    - If any courses have been cross-credited towards the listed qualifications, these qualifications also need to be referred to NZQA for an International Qualification Assessment.
    - All qualifications awarded after 2014 should be referred to NZQA for an International Qualification Assessment.

    1. You both need an IQA if you are claiming the points for your husband's qualification towards your application. Apart from courses on the INZ list of exemptions, all qualifications are assessed as passed by an individual. There is no blanket coverage.

    2. You see from what larrykiwi has quoted (which is from this page http://www.immigration.govt.nz/opsmanual/46247.htm) that the previous people querying will have found out the same as you - that they have to get the IQA.

    3. Anything the Pro-Vice Chancellor said would have no effect. What is being quoted is NZ law.

If you want to proceed with your application, you have to do what INZ have required - this isn't a request that can be got round without causing INZ to stop processing your case because of a lack of the necessary evidence.
