Default Pre-EOI, IQA asses partner's degree as Level 7, should she still need IELTS for English?

    Good day.
My partner has just received her degree assessment by NZQA. The IQA came back with "Bachelor of Information Sciences degree at Level 7" assessment. She completed her degree in Malaysia with the university from UK.

I would like to check in this instance, can this be taken that she is proficient in her English. If not, she will either need to take IELTS (6.5) or she can get a letter from her college to proof that the courses are conducted in English.

For the second option, do we need to go through another round of IQA to proof that her courses are conducted in English?

Thanks in advance for any advice.

    Regards,
    Matt.

She needs to ask the university for a letter specifically stating that she (full name and date of birth) completed the course (whatever) from this date to that date, conducted entirely in English, and was awarded the (whatever) qualification on whatever date. The degree certificate is not enough - it needs to be a letter, for the purpose. This does not need to go through NZQA.
