Partnership visa help please

Hey all

I've been with my partner for 5 months but we didn't live together he's since returned to samoa because he's on a visa through work which has ended.....he's coming back to nz on a visitor visa in December for 3 months...we plan to get married in december than applying for a partnership visa so we can both live and work...I think my help is is 3 months enough time to apply and what evidence will I need please
