Hi, I am just submitting my application for an essential skills visa but do not have my police check from the UK back yet. Does anyone know if I can submit the visa application without it and send it on a week later?

No, you need to wait. That is, unless your deadline is very close, in which case you would need to contact INZ and show them evidence that you had asked for the police check, and any replies from the UK authorities - then INZ either give you more time to submit (that is, to wait till the police check comes through) or permission to send an incomplete application.
