    I am a bit confused.
    Because they speak about points, this would concern EOIs and applicants for SMC residence visa right ?
    It would not concern applicants for PR after Residence visa and commitment to NZ right ?

    Correct. PR is a different visa.

    Thanks JandM. The title and first paragraph which mention PR confused me.
    When these kinds of changes are "announced" how long does it generally take to become official?

    Scary indeed. I submitted EOI last week. next fortnightly selection round is only days away.

    You can't get PR without first having Residence, and an application under SMC is the most common way to get Residence.

    This isn't an announcement - it's a proposal which has been under discussion. If there is a change in NZ immigration law, applications which have already been submitted are USUALLY (not absolutely always) considered by the rules that were in force at the time they were lodged.

    It's getting more and more difficult.

    I wish the changes would enhance my visa opportunity.
