Medical Waiver for Parents and Grandparents visa

Hi,
I would like to know if the parents can be granted a medical waiver ( in case visa application is reused citing NOT ASH)
I mean Parents and Grandparents 3 year multiple entry visitor visa

I'm not sure if the parent/grandparent visa would come under the heading of 'temporary', because in a lot of ways, INZ seem to consider it as looking ahead to possibly getting residence. But here are the regulations about waivers.
