Probably one and the same. I suspect that those who works on cases are sometimes refeerred to as case manager, case officer, visa officer, immigration officer and more.

There's sometimes a queue manager, also support officers and at a management level, Immigration Managers, Area Managers, Market managers and many more as they keep changing titles.
