Nobody can tell you! We can't say 'in most cases', because ALL the people who submit qualifications to NZQA are not members here. We don't have the whole picture to judge.
Then, it's not the length of time spent studying that matters. It is the amount of content studied, to what depth, which is important.
I have also been worried about the exact same thing, but I think there's no short cut to knowing the answer for this. Wait for your IQA!
it is difficult to know... but If you want to be proactive... you can search in all universities here in NZ, with the same or similar subject of your Master's Degree. if your Master's degree looks similar or equal - that's good, because if they said that your degree is not consider level 9 you can argue that is similar to XYZ...
The most difficult part of this process is the waiting time...
