Question 1 to 3 months to be assigned a CO?

Our partnership residency application was lodged 29th of May, we were asked by a documentation officer to send some extra documents and did so, then asked to fix a couple of the questions on the form and fill out an NSC form, which we also did. The letter they sent back when they returned our documents said it will take one to three MONTHS to assign a case manager. Has anyone had it take that long after lodgment? Does this mean the documentation officer we've so far been communicating with isn't our case officer?
I'm an expat kiwi living in the US for over 10 years with my partner, it seemed from the question on the form that this would prioritize our application somehow?
    Thanks

    Yes, and yes.

INZ have had a great wave of applications over the last 8 months or so, particularly from the UK and the US, with the strange political situations there. There have been huge backlogs while they struggled to cope with the mass of work, and everything that used to be the hoped for 'normal' just doesn't necessarily apply any more. Yes, they try to prioritize home-heading Kiwis, and what you're being told includes that.

No, it's just Kiwis 'flying' back home after living abroad, with their foreign partner.
