Could we apply for residency when we're in NZ

Hi,
I'm living in Auckland as an international student. I have a permanent job offer which is in the long-term shortlisted jobs category and my partner and I have about 180-200 points (together). Could we directly apply for residency instead of the work to residency visa?
Does it matter that I hold international student visa until March 2019? If I get my residency, I could continue my studies as well.

If you are eligible you can submit an EOI at anytime, anywhere. The last selection under the current rules will take place on 19 July and new rules will take effect form 14 August.
