Hello, my question is if I apply for SMC under Residential Care Officer but my 5 years of experience is as a support worker with nzqa lvl4 qualification (Social Care), can I use this years towards points? Or years are counted only if I would have experience as a residential care officer which would be in my contract and job description from previous employment?

It's not the job title that matters, but whether or not the responsibilities in your previous employment(s) match up with the job description at ANZSCO that you would like them to count for.
