    It seems that the SMC changes remain intact except for the new income threshold now. JandM, ChrisMwn and others, am I correct here?

    No, my initial reading of todays announcements is that there is no changes to the proposed SMC rules, including the requirement ofr at $48.5K salary for skilled employment.

    The announcements seems to be about a slight change to new essential skills rules which will no require a minimum salary of $41K to be considered lower skilled.

    Any set of decisions that appears on the INZ Media Centre page, as this last link does, is official. (They also announce proposals there, but the distinction is clearly made.)
