In this link the training and experience requirement for Skill level 1
stated that

Relevant work experience that the ANZSCO states may substitute for the required qualification (despite ANZSCO requirements, applicants in skill level 1 occupations may substitute the required qualification with five years of relevant work experience)

What does this means ? Any idea ?

I think it just means that you need to look for the specific academic qualifications that a particular ANZSCO Occupation demands. Most of the occupations will ask for a bachelor's degree, but some might need some years work ex/licensing etc. In some cases, 5 years of work ex can be substituted for a degree course.
