Default Blue Sticker on Passport but need entry permission

I just got blue sticker on my passport today. But I found that there is a requirement that "you must apply for and be granted entry permission". I want to know how to apply for the entry permission or the permission can be granted by custom when my first entry.

2nd question, the approval letter stated that I have to notify immigration New Zealand if any changes (including employment / family circumstances), How can I notify them?

    1. That's only a form of words. All you have to do is the same as every foreigner entering NZ - join the queue to show your passport at the Immigration desk at the airport of arrival. When it is scanned, that automatically activates your visa and gives you permission to enter on it for the first time. Also, the official will very probably say, 'Welcome home.'

    2. Phone them, or send an email to them - see under the heading Ask a question, here. https://www.immigration.govt.nz/contact
