Have you received your letter which states - about the conditional approval of your citizenship - subject to you attending the ceremony. If yes then you can call DIA and ask them when your ceremony is.
They will let you know the date and time of the ceremony you are invited to. You will get the invitation letter about 4 weeks prior to the actual ceremony date.
Don't call the council, you will just end up running around in circles.
There are almost no ceremonies in Auckland in January. I am on the North Shore and have mine in last week of February. Everything went silent after November and I was literally pooping in my pants of having missed a correspondence on this. But DIA sorted it all out for me as they can tell you what exactly is happening with your application. Keep your citizenship application number handy.
Edit : Waitakere council does not exist after the amalgamation of all the councils into one Auckland Council. The ceremonies are also dependent upon the number of people in your area. Waitakere being sparsely populated (as compared to other dense areas of Auckland) may have it at a reduced frequency.
