Visa Submission Address?

A couple of questions I’m submitting a partnership visa for my husband who is a US citizen. I have the work visa so,sponsoring him and not American.

In looking at the INZ website online wanted to confirm location to send the hard copy package. First it appears he does not need to pay the fee because there is an agreement between the US and New Zealand where the visa fee is waived. Is this true?

The other question I have is that it saying to send the application to Washington DC in the US? I thought that was interesting that it’s not being sent directly to NZ, it goes through Washington first?

We leave for Auckland on April 7th!

So is the fee,waiver based on his citizenship or mine? It’s not clear! Thanks.

His. He is the person applying for the visa - you are merely sponsoring it.
