Default Work Visa via Partnership Declined?

Hi. My partner was declined of the said visa because apparently we didn't have enough proof of our living together. This is what we submitted:

    - Lease Contract with both our names on it and signed by the landlord
    - Timeline of Living Together (Includes move in date)
    - Letters from Parents and Friends mentioning and supporting the move in

Now they're offering him a visitor visa where he can enter NZ in and out for 9 months and then re-submit a Work Visa via Partnership after.

Thoughts? How do we file an appeal on this?

    Thank you.

We also submitted bills in our name indicating the address. As well as a Postal ID card indicating we live in the same address.

if INZ are offering a visitor visa, take it. Once you've been together in NZ you can lodge a further application for a work visa. You would not need to wait 9 months.

Yes, don't appeal it - this is INZ's way of helping you over to the next stage when you will have solid evidence over a longer period and enable them to tick all the boxes.

We have lived together for over two years now though. Clearly indicated in our application. I did ask what was missing and they said they will look further into the application.

https://www.immigration.govt.nz/contact/complaints That is the link for drawing INZ's attention if you think something hasn't been done properly.
