Default PPI about Office Manager job

Hi everyone, this is the first time I posted.
I was trying to look through similar posts for some help, but decided to post instead.

I have received a letter of concern on the 6th March 2018. The deadline to respond is by 20th March 2018.
The position that I applied for is as Office Manager.

Two of the main concerns are:-
    1. "We also have concerns that there does not appear to be a requirement for a full time office manager to organise and control an office including office personnel as there is only one administrator reporting to you."
    2. "...we are not yet satisfied that your involvement constitutes the completion of the core tasks as your involvement does not appear to demonstrate managerial or technical skill. We hold concerns regarding the tasks you do not appear to perform as these managerial tasks are expected of this ANZSCO occupation and require a high level of skill and expertise."

Has anyone ever experience case like this (Having managerial position but only one direct subordinate)?
Could you kindly share your experience/thoughts?

    My timeline so far:
    20 June 2017: EOI submitted
    12 July 2017: ITA received
    2 Oct 2017: Documents submitted
    3 Oct 2017: Application Lodge
17 Oct 2017: Application received in branch Manukau
18 Oct 2017: Full Medical received
27 Nov 2017: called immigration NZ, informed that CO has been assigned
28 Nov 2017: emailed CO informing changes of information
1 Dec 2017: CO sent employer questionnaire and requested IRD paysips and bank statement.
4 Dec 2017: sent IRD payslips and bank statement
6 Dec 2017: employer sent response to questionnaire

The onus is on your to clearly show that you , as a manager, are responsible for "planning organising and controlling"

You can search the many appeal decisions on the topic at http://www.justice.govt.nz/tribunals...ion/decisions/

Sounds like a pretty terribly-written PPI letter. Have they said anything else about your tasks and duties, aside from the staff management aspect??

    Thanks Chris for the response.

Thanks Egoodhue for the support, but after reading the appeal decisions I feel have lesser luck to go on with the case.
